Approval received for State Assessed Planning Proposal
In December 2024, the Department of Planning, Housing and Infrastructure (DPHI) placed Infrastructure NSW’s application to amend the planning controls at the existing Sydney Fish Market site on public exhibition.
The State Assessed Planning Proposal sought to remove the land use mix control that applied to the site to enable more homes to be delivered as part of urban renewal of the precinct. The amendment was sought in response to the need for more housing in close proximity to infrastructure, public transport, open spaces and jobs.
The proposal does not change the building envelope approved as part of the previous rezoning.
With the DPHI determination, the Blackwattle Bay Precinct (including Government-owned and private land owner sites) will deliver around 1,500 new homes, 4,300 new jobs, 3.4-hectares of public open space and new cultural and recreation spaces for everybody to enjoy.

All future development on the site will be subject to a detailed development application process, which will include assessment of the potential environmental impacts and the planning requirements of the Blackwattle Bay Design Guidelines. This stage of the urban renewal process will involve further community and stakeholder consultation.
