Planning Agreement Signed for Blackwattle Bay Precinct
Infrastructure NSW is proud to announce that the Voluntary Planning Agreement (VPA) for the Blackwattle Bay Precinct has now been formally executed.
This agreement represents a significant milestone in the once-in-a-generation transformation of Blackwattle Bay, prioritising public open space and community infrastructure to support a vibrant, inclusive waterfront precinct.
The VPA applies to the existing Sydney Fish Market site and ensures the precinct delivers community-focused public amenity and infrastructure before the first building is occupied.
The includes over $150 million in public benefits, such as:

Approximately 34,000m² of new parks and public space, including a spacious foreshore promenade

A new boardwalk, cycleways, and upgraded intersections

Cultural and creative spaces, including 1,200m² of indoor facilities

Public art and community amenities

Contributions to the Metro Station at Pyrmont and local infrastructure
All public domain and open space will remain in government ownership ensuring public access in perpetuity.
